This sounds like a corrupt operating system. The problem could be any number of things. Failing hard drive, Virus, bad ram. You could try to repair the OS with the Operating system disc and use the repair mode that is available.
The hard drive has issues or the windows files have been corrupted, remove the hardware and reseat it back in place sometimes this will activate the system, next! use your backup recovery disc if you have one, no change! the hard drive will need to be tested.

after you at setup bios go to boot menu
the go to select boot menu and chose boot from cd for the first boot
then press f10 to save the bios setting and computer will restart
after restart isert your boot disc and if it ask to press any key to boot from cd press any key

insert the disc into the drive, restart the computer.If it doesn't boot from disc, restart again.
