I had the same problem. Part #25, the "control plate assembly" It has a set of points on the lower, inside. These points turn the motor on. You can watch it as you go from off to stir. If at that setting the motor doesn't start, be very careful and bend the lower point contact up just a bit. The 2 points should make contact earlier, and turn the motor on.

There is a spring, item #4, which hooks on to the bottom of the control plate, item # 25, and pulls it back when you move the lever to off. Remove the rear cover and see if that spring is still connected to the control plate and to the lever arm, Item # 3. Here is the diagram:

Have the same problem. The spring is attatched but it still wont stay on the off position. It looks like the spring is causing it from stayin in off. Im thinking its the spring washer on the lever wearing down or maybe that screw is too loose so its not giving enough tension to hold the lever in place. Or maybe the off position groove and spike on the lever are worn smooth so it wont catch. Temporary solution I used is to use a rubber band from speed lever to lock lever. Wrap it going around the top so it holds an upward tension that the lever needs. What im doing til the prob is resolved...
