How old is your Computer? If over 3 years old your Hard disk could be faulty.

1) Check if there is any problem with the power supply. Look if there are any issues with the exterior component of the devices that is connected to the computer's motherboard.
2) Try plugging the Personal Computer directly into the power outlet without engaging any extensions.
3) Unplug all USB and external devices such as printers, scanners. Discard any PCI cards and floppy disks that are inserted into your Acer computer.
4) Reinstall the Windows operating system on your Acer device and then check if it can boot.
Change boot order to the disc/usb that has the recovery on. don't let it boot from hard drive.

you said u did try to press F2 or F8 to get to bios setting, are you saying pressing these would not open bios setting windows?

You are still in warranty, so call Aspire at (800) 816-2237 for live help. If the "helper" doesn't address your problem, or just tells you just tells you to reinstall everything, demand to speak to a supervisor. It's their problem, not yours. They are open until 5:30 PM CST

i was able to go on the acer website on another pc and found that if when you turn on your acer and hold down ALT key while hitting F10 that will bring you to a system recovery screen. you can restore factory settings from there. It will wipe out all of your documents and pix but it does fix the problem.

Acer sent you a disk ( XP to XP?) or XP to VISTA?
first remove that old dead battery large from PC, it will be shorted now and overload the power rails inside. keep it out until pc is 100% ok.
no with ac pack unplugged, push power
this hard resets the PC.
next plug in AC pack run on it ONLY. now.
then go to bios and make sure the BIOS keeps date correctly. if not the RTC battery is bad.
if date fails buy a batter coin cell and put it in now.. (see my order here?
next set boot order to boot this CD,(my guess fails.)
but wait some of these do not boot
you must read the manual on your PC,
i bet you did not, and read the recovery page
see if you had the page tells you to load thee cd, and use BIOS to load the OS via the BIOS recovery loader that only ACERs uses in very odd fashion, see how RTM works, read the manual first and do what it tells you.

using only THERE DISK. is unique.
whats cool about this is the cd is useless on all other PCs, I best acer gets nice discount on the oS license doing that magic.
