There is a lever in the rear of the rider that allows you to disengage the transmission. It is intended to make the rider easy to push around. Make sure that hasn't gotten activated. The lever is usually located just above and to the right of the hitch plate (where a trailer would attatch). Sometimes it is located under the seat near the seat hinge. Hope this helps.

If the disengage lever is in the correct position, and the pedal activated rod is functioning, and the belt is turning the pulley on to of the trans, then the only other option is that the trans is bypassing fluid internally and will need to be replaced. Try www.searspartsdirect.com for a replacement trans. If I remember correctly, that hydro trans is a sealed unit and no internal parts or repair is available.
