If the model number you have this listed under is correct, you should have the softener dispenser on the center post of the agitator. If this is the case, you need to remove it by popping it off the center post and take it apart. Soak it in some hot water to dissolve the softener residue and reassemble. Most dispenser related problems are attributed to softener that hardens and clogs up the dispenser. Liquid softener is essentially a wax and will do this over time. You will need to clean it from time to time.
believe it or not whirlpool says that's normal its in your owners manuel under dispenser because the washer mixes the bleach soap fabric softener with water for it to dispense they say its normal for water to remain but if you want to empty it there is a tab that you can press down on in the dispenser and remove it have a bowl handy
