Casio cameras use generally chinese batteries. They are mostly under an acceptable quality. So the battery you have bought may be out of order. I do not think that your camera is out of order.
Try another working battery.
If it will not work then send me a comment and lets control additionally.
Yes you need a new battery. I had the same problem almost exactly a year ago. You need to contact Casio and tell them the problem, they should send you a new battery free of charge. This is the proper number to call, 1 800 435 7732. Just tell them your
battery charger is flashing red when you are trying to charge and they
will send you a new battery.
I have a casio exilim ex-z60 which I bought 2 yrs ago. I've had problems with my flash going off each time I turned on and off the camera, about 5 months ago. Now the flash does not work. Need help on how to restore the flash bulb or battery in the camera.
It appears this problem is due a failing CCD device in many brand cameras. All the manufactures use the same source(s). I have not persued Casio as yet, but other companies are offering a recall to replace the CCD for free. I plan to use this approach with Casio. Search the web for "failing CCD in digital camera", it describes exactly what we are observing.
What you all need to do is contact Tech Support and tell them you're having trouble with your battery. Casio will send one to you free of charge that has been tested and should work.
