I have had 2 Ryobi p103 lithium 18volt one plus batteries. Both showed a green light on the p113 charger which should mean fully charged. When paced in the charger it starts charging normally but indicates a full charge after only about a minute. The battery has a voltage of 12.15 volts and will not power any tool including the flash light. Is this a problem with all p103 batteries? I have had no problems with the larger p104 battery. Could the "smart" Charger think that it is a 12v battery? how would it know?

Yes you can that is an automatic charger when it is fully charged it shuts down the charging portion but keeps the charged light lit however this does not effect the battery.

No. The P110 is for NiCad batteries. Any of the Li-Ion chargers like the P113 are backwards compatible and can charge either but do not try to charge Li_ion batteries in a NiCad or NiHi charger.

If you have a P100 NiCad battery, the charger for that will not charge the new Lithium Ion P103 or P104 batteries. You need a specialised Ryobi Lithium Ion battery charger like this one
