Take the belts off from under the unit and spin the drive pulley with
your finger. (its the middle pulley below the brake) Have someone watch
the inside of the machine and let you know what happens when you spin
clockwise and then counter clockwise.
Don't touch the brake...you can't get it off unless you use the maytag
brake tool...but this is seldom the issue so leave it for now.
If the agitator is agitating when you spin the pulley both directions
then you have a bad transmission. If the entire tub does not spin when
you turn counter clockwise then you most likely will need to change the
mounting stem and bearing kits. This would be a difficult job that
requires a special spanner wrench. If this turns out to be your problem
and you want to attempt it then I will help you along ok.

If you talking ft pounds of pressure its 96 ft.lbs. for the pulley clutch bolt and clamp ring underneath is 15-20 ft.lbs. and the spinner support shaft nut is 64-80ft./lbs and requires a special wrench
The drive pulley has nothing to do with the proper clutch action. It doesn't have any mechanism whatsoever that is associated with the clutch It's sole function is to transfer the mechanical energy of the drive motor to the drive shaft. You just have to align the drive pulley and the motor pulley for proper belt tension and efficient transfer of the motor's mechanical energy. As long as it is aligned properly then you don't have to worry about the drive pulley. You must turn your attention to the clutch assembly and the gear case if you have an issue with the agitate or spin cycles.

The Clicking sound may be a broken Large Wrap spring.
Place the washer with a load in the wash basket start a Spin Only cycle and release the washer top jus high enough to observe wash basket Spin action. There may be none to very little. If you drop the Clutch Pulley out I believe you will find much rust. You have to replace that tub seal and I would do a complete outer tub rebuild. Without replacing the Clutch Pulley around $60 for bearings, Tub and Seal Tranny O-ring.

Jahn7 is totally wrong, but it might be because he is answering about a Maytag Neptune FAV6800AW when my question is about a Maytag A104. The A104 has a drive pulley setting that controls the braking at end of spin and controls the clutch engagement at spin.
I need the specific procedure for setting the drive pulley correctly for the correct clutch slip upon starting a heavy load, like a full tub of water at the start of spin and drain.
How is it specified in the Maytag documents?

I have had the drive pulley off to get into the brake system.
To put the drive pulley back on requires a special procedure in order to get proper clutch pressure.
I want to know what the service manual says is the proper procedure.
I am sure that a service man cannot just guess!
Please get someone who knows what an A104 is and how to do this pulley installation and setting.
