If compressor is running then unit has a sealed system issue- throw it away unless still under wty. If comp not running then probably bad relay on it. Only way to check is to replace relay. If the compressor and fan are both running and no cool then you have a sealed system issue. If you just replaced the icemaker assembly and it freezes but doesnt dump then you might have the wrong icemaker or a bad thermostat.

You just answered your question. If no fan is running then the compressor will overheat and the compressor goes off on overload. Do you have the evaporator fan running? If yes then replace the condensor fan. Both fans will run at the same time. If the evap fan is not running then the unit must be in defrost. Since its a hotgas defrost the compressor will run.

Sounds like your fan has gone bad. That would cause no airflow, resulting in no heat transfer and overheating.
That means it would not cool properl;y and would overheat.
Check for voltage going to the fan motor. If you have voltage there, but no fan operation, replace the fan motor.
