I have a Ryobi brushcutter that is 4 years old.When I was using it the other day it just would not run at full throttle. I checked spark plug,air filter and fuel filter. No adjustments on carb. I have no idea.

Smokey 2 cycle oil will cause the exhaust ports to carbon up and plug the spark arrestor.
Remove the muffler, use a pick to clean out the exhaust port on the engine, and the muffler inside opening, then clean the spark arrestor screen, to assure yourself you are correcting the problem start the machine up with the muffler off, it should run like a charm, if it goes back to running badly when you reattach the muffler it may be clogged on the inside.

Have Ryobi Brushcutter RBCGM25SS. Won't start or basically fire; has once or twice in the last few days; randomly. Friend was operating it, ran out of fuel not been able to start it since except once.

Check the sparkplug gap. Two stroke engines must have the correct gap as the wrong gap will result in difficult starting. Set gap to the manufacture's spec for that engine. Make sure the exhaust pipe is allowing free gas flow and is not blocked due to old exhaust residue. Make sure the air filter is clean

This does not sound like an air leak, normally an air leak will cause fast uncontrollable idle, if it sounds muffled i would be looking at a blocked spark arrestor, or exhaust port, or muffler.Slacken the muffler right off and just try running it to see if it picks up normally.

This sounds to me like you have a fuel flow problem, check filters and strainers. Old fuel sometimes gels and gums up jets and strainer/filter screens. change the plug, but that is likely not involved with this issue.

Fuel starvation - 'lean fuel' condition
Basic things to check:
1) spark plug
2) spark arrestor in muffler
3) fuel lines and tank filter
4) turn adjustment needles out (counterclockwise) 1/4 to 1/2 turn
*if all of the above are OK and/or do not improve performance then:
Remove Carburetor
5) replace gaskets/diaphragms
b) use a spray carb cleaner to clean jets, holes, and body of carb

This running pattern often indicates a lean fuel mix.

Unfortunately, with today's environmental hysteria, you probably will not be able to adjust the carburetor enough to get it to run better. If you do have any carburetor adjustment available, try turning the screw (the high speed screw, if there are two) counter-clockwise a bit. This will allow more gas into the mixture. Most small engines today have limiter caps that prevent very much carburetor adjustment.

If you have a spark arrester fitted, it will be blocked with carbon preventing the exhaust gases leaving. It will be behind a plate bolted to the exhaust silencer/muffler. Scrape the carbon off the wire mesh carefully, until you can see through the mesh again.
