There are chargers on the market that can "reformat" old batteries. this can be way for you. Or take them to some shop specialized for refurbishing batteries.

Your best bet might be to rebuild those NiCd batteries if they cannot be revived. It is possible to revive NiCds by using 2 good batteries or a high power DC source of about 40 Volts. The details for reviving NiCd batteries are all over YouTube. I suggest you watch a few before attempting to do this. Results are mixed. They may come back almost 100% or they may be done for. In that case you will need to rebuild with new cells. Harbor freight tools are throw away tools. They are cheaply made and have poor support.

Generally speaking, Li-ion batteries should not be frozen. Putting the battery in a cool
place will help a little, in that while the battery is cold its
'aging' will slow. It will start to lose capacity
permanently at a normal rate when it warms up again.

Update your power supply driver. There are some problem about dells power supply system. It also cant recognize the battery.
