You've got a fuel system issue , most likely carb problem, if this a newer trimmer it will likely need the carburetor replaced or adjusted, also check for cracking fuel lines or signs of old fuel varnish in the tank

some of these are covered with plastic caps, some had blanked off heads and some have no adjustments at all, the ones with adjustments are on the same side as the idle adjustment screw, if you can't locate them they may not be there, since emissions regulations have nearly phased out any type of end user tunability to ensure continued emmissions requirements.

I don't know what homelite says, but I have found that this works well on any 2 cycle engine.
1. Push the primer bulb between 3 to 5 times.
2. Place choke on full.
3. Pull rope until engine fires once or starts.
4. Move choke to half choked position and allow to warm up.
5. When warm place choke in run position
If it doesn't attempt to start within the first 3-6 pulls, check your spark plug and make sure your fuel/oil mixture is correct.
