Check the cooling coils, and very likely they are full of dust preventing cooling.
I have an attachment I put on my vacuum cleaner to clean out these coils at least once per year.

sounds like a defrost or sensor problem. or the main P.C.board. probably the board and sensors.

The codensor fan is not running. I have the same problem. I had the fan replaced a year ago for the same problem, so I can't tbelieve it's the fan. I am guessing something on the circuit board is not letting the fan kick on. I don't have a definite answer yet, but the fan not running is the main issue you are having.

You either have icing that you didn't clear or the unit is low on gas. You might also try cleaning the condenser coils. This is a big problem in cooling.
To check low gas: After cleaning the condenser (!), clean around the piping to the compressor in the back of the unit. Wait at least an hour with the unit shut off. Restart. The larger pipe should begin to frost up. If after about 15 minutes the frosting gives way to: ice, wetness or drying out...the gas level is likely okay. If it stays frosted, you'll need a gas recharge.
