Digital cameras operate on a delayed shutter. Your Camera and flash are not synchronized. Try adjusting flash to a slower speed. Or the cameras Fstop value to get them insync.
If you half push the shutter the rangefinder and focus circuits kick in and will adjust to available light and give you your best picture. Do not ever push the shutter in one step. press it slightly to get the best focus and then push the last millimeter to get the picture!
Check the Lamp if no picture, audio may be present. Screen is completely dark. Lamp LED
flashes 2X every 5 seconds, Power LED flashes GREEN for 140 seconds then
flashes RED. Check the ballast if no picture, audio may be present. Screen is completely dark. Lamp LED
flashes 3X every 5 seconds, Power LED flashes GREEN for 140 seconds then

I guess you are using the automatic mode ( not the "P" mode).
You should enable flash only when there is insuffient light.
If you use flash in broad day light, your pic will be whited out.
If you dont use flash in dark or low light, your pic will be dark or very dark.
So, when it comes of dark, try enabling the flash.
If its still dark, increase the flash compensation (the eV value).
If its still dark, increase the ISO number.

checking on the first 2 comments, if there is flash and the pictures are dark - please check the lighting conditions
is it a dark place, fairly lighted or fully lighted
the flash also has a certain range, the subject may be far that the flash cannot reach it
if there is really no flash - it may be a hardware problem, pls contact kodak to arrange repairs
try going to PASM> fill flash too, if still not working - repairs =)
