Sounds like you need to oil the fan shaft. They get dusty and dirty and it gathers in the oil that was in it.

If you have a viscous fan hub The one where the fan spins free on the water pump then the symptom you describe is a result of it not working any more. With the engine cold start the engine and run at around 2000rpm If the fan is working properly you will hear the air noise from the fan for a few seconds then the noise will dissapear as the fan slows down. When the engine is hot viscous fluid ( silicon ) is pumped from one side in the fan hub to the other creating drag which makes the fan spin and draw air through the radiator. If this is not happening then the fan is stalled by the load of trying to move air and as such the temp rises. As you move off the air flows through the radiator and the fan becomes useless until you stop again. Noemal fix is a new viscous hub. If you have electric fans check that they are working as planned
it is graphic card problem, its very common in dv7, the display chipset fail to render properly and system turn off, if system under warranty ask them to replace bec its very common and if warranty is near to end then definately go for extended warranty.
No if you have no sound/ video its just at the main screen and wont start up so the fan willl spin slow and you wont hear it..
shut it off then turn it on and wait for the red light to appear.
Push and HOLD the power button down until you hear it beep.. eventually it will reset itself and the screen will appear.

Pull your washer forward then tilt the top backwards until it sits at about a 45 degree angle. There should be a belt and 3 pulleys underneath. Remove the belt (one of the pulleys will move to allow slack) Ignore the moving pulley and the large pulley in the center. The third pulley is your pump. Try to turn it by hand, it should move freely. Presumably, it wont and will need to be replaced.
Powercycling usually takes care of it with the e200 Hold the menu/power button down for 45 seconds and continue to hold it regardless of what it does. after 45 seconds, let go and wait 15 seconds, not hold the power button down to the count of 1-2-3 and let go. It should come on
