that is a bios password. if you bring it to a toshiba authorized service provider they should reset it for $50. Tecra's require a response code only given to toshiba asp's
If that is the power on password (BIOS) password, that can be removed by a repair center authorized by Toshiba for Toshiba laptops. If you are referring to the Windows password, that can be removed using full system recovery (like reformatting and reloading of the operating system and original programs and drivers) but you need to have the recovery disk for it.
