I have a john deere 4410 utility tractor that has started ''surging'' when moving at high speed or when the pto is loaded more than 50%.the motor runs fine. it has the e-hydro transmission and the sight window shows the transmission is full. could it be that the suction side filter is needing replaced or something more?

The PTO usually has a clutch that has to be engaged so that you can select the PTO rotation setting. I had a problem like that on my tractor and all it needed was a little adjustment on the PTO clutch lever, so it could disengage the PTO gearbox properly.

You have a bad disk in the starter solenoid pull the starter and go to a shop and buy a new solenoid or flip the disk in the solenoid and sand the two contacts so that it will make contact.

Are the blades turning? If they are not, this is normal. The PTO is an electro magnetic clutch that engages when you apply electricity via the PTO switch. When it is disengaged, the bearings and top portion of the clutch will turn because it is coupled to the engine. If the blades ARE turning then you have a bad clutch and will need to repair or replace it
