Check:
- is gasoline in the tank?
- is there a spark emitted at the spark plug if held to the cylinder while cranking the engine.
- is the headlight lighting up while cranking?
use a starter-spray in the air intake

Semi inflate the inner tube a little as this helps prevent it getting nipped between the two sides of the wheel on assembly. And a bit of grease on the wheel halves helps the tyre to slide into the bead better.
Or do what I and a lot of scooterists are doing..............scrapping the old half & half steel wheels and replacing them with alloy tubeless ones from SIP Scooters. Available in polished alloy or matt black with polished rim. They look good, don't rust and are lighter but the real improvement is that they are far less prone to blow-outs, punctures and rapid deflation all of which increase the safety tenfold. They cost around £50 - £60 each but you can't put a price on safety.

The whistling is caused by the main wheel shaft bearing - it's severely worn out and the seal is gone. You will have to replace it as soon as possible - the scooter is not safe to run in this condition.

I have a et2 vespa put 98 ron fuel in the tank ran for about 3 kms now does not run anymore

the Vespa ET2 50 has a two-stroke engine which needs an oil mixture in the gasoline. There are 2 (two) tanks under the seat: 1 is for gasoline and the other for 2T-oil.
If you dont't fill that oil tank with two-stroke oil the engine will run dry after a couple of miles and the bearings in the motor blow up.

Kick start wont engage on my vespa 150

The paw of the ratchet is not engaging because either it or its spring are broken or out of place. Take out the transmission cover, find out which and fix it - all you need is a set of socket wrenches.

When i kick my scooter(vespa 125cc) off its ok if i stop and it cools down it wont kick off but if i bump it off it fires up ok

I don't know much about Vespa scooters but from what you're describing, your valves need adjusting. If the valve is standing open as little as one thousandth of a inch, you won't have enough compression to start the engine at kick starter cranking speeds. It will start when you push the scooter and bump it off. This is because you get a higher piston speed allowing the engine to start before the compression has time to bleed off. Check the valve adjustment,especially the exhaust valve.

The electric starts are very hit and miss. Probably why they still came fitted with a kickstart. It's more reliable !
