Typically all dishwashers have a maximum full switch that is located on the bottom of the inside of the washer, on some it looks like a round plastic cap about two to three inches round, if you grab it it will move up and down as much as a half inch, this is a float that when the water level is at the maximum will turn off the water inlet solenoid, I have had something small (in my case a small lid) get under this float holding it in the up position so it would not allow the washer to fill with water, after removing the lid the float went back to the correct position and everything worked fine. I would say this is happening to you by what you say has happened.
Possible there are errors in the program memory. Power off the washer for half an hour, press and hold down the start button , then switch on. Try also with another program. Also check if the inlet filter is clogged and the water flow is good, if not clean. Also check the water level pressure sensor.
It is possible that the inlet valve is clogged and so the water flow is restricted. You must obtain a good flow into the washer tank after the program is started.
So remove the inlet valve and clean the filter, clean the valve and set to test once again,
Since the program is delayed the program timer detects this as an error.
check the drain filter is not blocked if it does not empty all the water it saves time on the next fill. also the spin will not happen if it has not emptied completley. a faulty pump would give the same effect.
check your filter. Could be an eratic pump. Dispening draw needs to be cleaned and make sure the small hole is clear to allow the conditioner to flow through
