How old is it? If it still under warranty get it repaired, it sounds like the switch is gone or the energy saving s/w inside is bad and is not detecting when/when not to turn the display on/off.
The fact that you can see a faint picture indicates that the monitor is working but the backlight circuit has a problem. The typical failures are blown transistors or bad capacitors. This can be troubleshot if you know how to unsolder and check the components with a meter. Don't know how technical you are, but if you are not, you could take to to an electronic repair service to fix. Hope this helps you.
Try a different video card or disconnect the one you have in your PC and use the VGA monitor connection on the motherboard. If it works your video card is gone.
That either means it is not getting the signal from the PC or there is a problem in the monitor. You should try this monitor on another PC first, also check or try another VGA cable. Just need to narrow down the problem to either PC or the Monitor.
Sound like your display is having issues with the inverter board. When the power supply detects a short circuit, it turn off by itself. When you try several times, you may be able to "bypass" the circuit protection but the damaged parts still having problems. This issue may be related with the DELL display issues.
The display needs to be fixed by someone with experience in electronics repair.
The clipping sound is the internal safety switch that keep shutting down the monitor. It means there is an internal problem on the main board (overvoltage, bad component , short). Try unplugging power cord and leaving it unplugged two or three hours, this will reset ICs by draining power completely from circuits, it is called hard reset, it rarely works.
