You cannot change the light. It is an electro-luminescence layer behind the display. It is something like a large LED. They are designed to not be very bright to save battery life. I have a number of Casio watches. They are all not very bright. Also the non silver background type watches tend to be much darker than the silver background with black symbols.

SOURCE: Casio F91W-1 Wrist Watch- backlight color

You can change the backlight on a casio wristwatch by holding the Light button, but only if it has an LED light in the side of the screen such as yours does. There is Light Blue, Red, Pink, Blue, Green LEDs in the side of the screen and you can change between them. There is also an option that flashes between all the LEDs when you press the button.

Is the Chrono 31 meant to only display using the backlight?

No, the display shows all the time. The backlight allows you to see the display at night. The manual states

1. Press 'D' or 'EL' in any mode to illuminate the watch face. The backlight will remain lit for 3 seconds. NOTE: EXCESSIVE USE OF LIGHT WILL SHORTEN BATTERY LIFE.

So basically, they are telling you to only use the backlight feature WHEN you REALLY need it!

G shock light when pressed gives a untimely blink like the bulb is about to blow

I do not think it will blow., glow in the dark maybe but certainly not blow out. Pressing the button too often depletes the battery, no big problem for a solar powered watch, but if you are afraid of what might happen avoid it.

I bought this watch "origo guide pro" off the Internet in used condition, however the backlight does not work. Could this be a blown bulb?

it can be several things to cause this, from the looks I would immediately say that the batteries needs to be replaced, it takes power to turn on the light and when it tried the power is taken from other components like the lcd, and never actually light because there is not enough power,
next it could be the bulb, it could be dead, short circuited. The issue is they are usually hard to replace and or irreplaceable, it needs the be rated the same for voltage a multimeter would help you a lot, to see if voltages are coming from the wires that connect to the bulb.
next the watch could be malfunctioning and may no longer have proper working circuity to run the backlight, this will be extremely hard to repair it will be better to replace the inside or take to a jeweler to have it repaired, in any event if you choose to repair it then you look for damaged parts and replace them- in the event that fails take you digital multimeter and trace the circuit to see if you can find the faulty part this requires you to have adequate knowledge of electronics and it would surely help to have the schematics to the watch--Good Luck.

The screen on the igucci watch is blank and only the backlight is on. How do I get the time and date back on?

I would advise to check out if there are two separate batteries. It is quite common for watch manufacturers to use one battery for backlight and another one for watch movement itself.

Change the battery. This happened with mine along with the battery needing charging more frequently. In my opinion, Casio's assertions that you won't need to change the battery is pretty much of a joke. My jewler concurred.

After changing the battery I can now press the light switch button and the watch works normally.
