I changed to motor on riding mower but can't remember where all the wires go, the motor is a briggs & stratton model 28N707 type 0173-01 do you have a wiring digram for this model

Looking up that number I find a Briggs and Stratton motor. There is no oil filter for that motor.

Try the starter off the mower to see if the bendix works. See if there is any adjustment at the starter mount, play in the mounting holes.

There should be 1 black wire that grounds the coil(s) for kill. Be sure this black wire is not grounded when switch is in on or start position. It will be connected to the coil(s) at the flywheel.

Why hot wire when you can get a new key. There are only two types of keys.

The only kill switch I know of is the seat switch. Kills spark, not starter.

First you have to have a flywheel that will support a starter. It must have a toothed flywheel. Second, the brand of motor. Briggs & Stratton, Tucumseh, Kohler, Onan, Wisconsin, ect. Was it originally electric start? Has battery tray, key switch, ect? You will need the Serial Number, Model Number which is on the "blower housing", or the recoil start housing on the top of the motor to replace with the correct starter. You probably can find one at any small engine repair shop, maybe a lower cost used starter. But you need the information above to obtain that. Model #, Serial #, Make, ect. If this mower wasn't electric start originally, this will be a major change. Flywheel, starter, wiring, battery, switch, and the like. Not for the faint of heart. It can be done, and has been, but will be difficult. If it is a Briggs and Stratton, you should find parts easy to access. And Tecumseh. And relatively economic.

Drain oil... it is full of gasoline due to a bad float pin and rubber gromet in your carb. When your float pin and gromet fail, gas just keeps flowing into your carburetor, eventually flooding your motor with gas and oil mix.
