From this it appears that the 2400p does not run on Vista. Also it does not appear here in the list of scanners compatible with Vista. See this about an upgrade/exchange or go here and download the Universal Driver.

You can remove or change the Window's User or administrator's password and privileges. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. Radio Shack no longer sells the frequency software for this scanner. the drivers for your computer are on the cds you have so hold on to them they also are no longer available. radioreference.com may have the software for programming
first of all check all components of ur scanner is correct , power cable and usb cable connected to ur usb port of laptop back panel. then install the driver for ur scanner and follow the guidence of manual and after installing the software it will ask u to restart computer . when u done the process of restaring ur laptop it will say new hardware found and click on next and choose auto then click ok . it will install driver for ur scanner , it will surely works

Locate the HP Photo & Imaging software CD-ROM that is appropriate for the language and operating system and insert the CD-ROM disk into the computer.
For a Microsoft(R) Windows computer: Follow the instructions on the screen. Or, if the installation program does not start automatically:
Click Start , then click Run . The Run window will open.
In the Open box type: X:\SETUP.EXE (where x is the letter of the CD-ROM drive).
If the instruction prompts to shut down the computer, do so.
Connect the USB cable between the USB port on the scanner and the USB port on the computer.
Connect the power cable between the scanner and a surge protector or a grounded wall outlet. This turns on the scanner.
If necessary, turn the computer on again.

Please change the your usb cable. and reinstalled same drivers..
it will work and go to the My Computer --> right click--> Manage-->go to the Device Manager click that one it will show the all the computer hardware drivers list..scan for hardware changes..
you'll see the your usd scanner it is detecting. or not..
If the technician who changed your hard drive was able to transfer ("clone") the system from your old drive, all you need to do is plug your printer/scanner in and it should work. If he was not able to do this and you have a new Windows installation, you need to use the CD that came with the printer to re-install it. Just connect up the printer to the computer BUT DO NOT TURN THE PRINTER ON UNTIL TOLD TO. Start the computer and when Windows has loaded, put the CD in the CD drive. The CD should start the installation process - just follow the instructions. If you do not have a CD, download the necessary installation software from the Epson website.If you don't know how to do this, report back and I will provide more help.
