try to unlocked the mouse using FN key and mouse pad icon that you can see most in F5 depend on your laptop brand

Hello, have you tried plugging in a USB keyboard or mouse? I'm have a hard time finding info on locking or unlocking a keyboard and mouse pad on a laptop, (without third party software) there is one bit of software that requires you to type "unlock" to gain control again. I doubt thats you problem.
have you rebooted the laptop? press and hold the power button for 4 seconds and the pc will shut off.

this will unlock the cursor/mouse

1. Check to be sure your "Number Lock" or "Function Lock" keys aren't lit. These can lock out certain parts of your keyboard. your track-pad mouse has a horizontal bar-shaped button above it with an orange light next to it, try pressing that button. The light should turn white and your mouse should begin working again.

You could unlock it from, dell touchpad icon (you will find it beside the clock in the bottom right),after you open it you will find options for external mouse and such that, you will know your way for unlocking your touchpad.

Press and hold Fn+F9 5 3sec...should do the trick
