I hate to say this!! but the motor is fried!! cost more to fix it than would be to buy a new one i just threw mine out the motor is about $40 plus labor

Call Waring at 1800 492 7464, they may be able to help you out. There is not a whole lot involved here. Place the juice bowl on the base first, then the basket, blade, secure with the clutch nut and rotate the cover to lock it in place. Watch out they vibrate, so juice hard produce evenly and slowly.
If you Google your query you will be able to find the manufacturer, they should be able to help you with a manual for this model. I hope this is of some help.
I would say you are right. The blades are dull & or the balance of the motor has become lose or broken free. A broken blade can also through balance off.
