I would first try with household vinegar (empty as much water as possible) and if that doesn't work to free the valve, then something more aggressive containing acid like any of the Lime Away type of lime/rust removers.
If it is still stuck, you may have to bet the iron hot to make the acid more effective.
If using other than vinegar, I wouldn't advise allowing anyone to breath the vapors; do this in a utility room or basement.
That trigger probably acts on a needle valve that controls the flow of water to the point at which it is turned to steam and it may simply be too contaminated with lime buildup to slip back into the valve body.
