My RCA HDTV 52 " is trying to turn on. It cycles three
attempts to turn on, Green ON button lights up & I hear a click, it
does it two more times, but never turns on. Only after about 5-6 cycles of this does it finally power up

Thats the same model as the RCA ITC222 chassis . You can get the CP150, CP114 and CP120 repair kit at www.tvrepairworld.com which should solve that issue. The kit contains the parts and the CD with instructions.
It's on but you are on the wrong input. check your connections from your sources ( i.e. dvd, vcr or satellite/cable box) try pressing source or input button on tv remote
