My LG 37LC7D picture has gone squirrelly and the local tv tech says it is a Logic board. I know he doesn't have a board to plug in and try. Is this as simple as replacing the logic board? He seems to not repair as many, if not more, then he does repair, so my faith is somewhat shaky.

Ask eBay sellers to send you pictures and compare those to the original component, alternatively send eBay sellers pictures of your part and see if they can confirm they have the replacement for it.
If you want to change the caps, they should all be stamped with their ratings, you could order them individually from electronics suppliers. Just make sure you order the same ones in replacement, including ensuring the replacements are the same diameter. The last thing you want is to order a load of caps that don't fit around each other.
You need to contact a local TV repair service, UNLESS you have the tools and the repair manual to repair it yourself, it will take diagnostic work to determine what is the cause, one thing is for sure you have a defective circuit board.
The fact that you have no menu or onscreen display, leads me to believe that it is the main logic board. Either the processor ic or the voltages going to the main board are missing. Check to see if the main board is getting 5v and 3.3v to determine if it is your power supply not supplying the voltages or your main board.
