Open the door, place a blanket over the opening to keep yopur food cold, and use a blowdryer on medium to warm up the inside of the door in the area where the water comes out. It should thaw the line.
I had the same problem yesterday, and the water was flowing normally in about 10 minutes.
if you dont have a dryer, it will thaw on it's own, but may take a little longer
Try turning the dispensor light on for several hours , so the heat , will thaw the line . Also , raise the freezer temp slightly . GE , also has a dispensor heater , pt # WR49X10173 , which comes with instructions , you can install , to keep this from happening again .
SOURCE: Ice Maker works but water dispenser does not.
tank can freeze up check timp the tank is in the food compartment at the bottom in the very back
The dispenser has a
dual water control valves that control ice maker water and dispenser water. To
find your parts you will need your refrigerators model number most time found
around the fresh food sections door. Below I have a tutorial that may help you
determine what may be the problem with dispensing water. Hope this helps,

Two things to check - 1) Water solenoid on the lower back of the refrigerator. If it fails, then when the ice maker is told to fill, water does not flow from the water supply. 2) Water filter is clean (had the same thing happen to me until I stopped getting water out of the door.).
