At a guess, the Picasa issue, is separate from the network issue, so lets set that aside. Picasa is a popular program for images on a computer, and you can use Picasa on a computer to import photos from a phone by USB cable, or by SD card. There is also a Picasa online (web) service that the camera may be trying to connect to

I have never heard of picasa software being installed 'on' a camera but I don't know.

The network issue seems to be that it cannot connect with your home network WiFi. Why? We don't know. Probably settings whih have been changed.
Take the camera to another location and see if you can make it attach to a completely different network by doing the setup from scratch on that network (you will need the network password for that network).
If you can't do that, maybe the WiFi card in the camera has failed?
Use the SD card in the camera to copy your photos to a computer with an SD card reader.
See if the manual gives you the instructions to do a factory reset on the camera.
