Yes it is time to buy a new carberator unless you know someone who can make and install bushings in the trottle plate shaft, and choke shaft. What normally happens over time is the shaft wears into the housing as it is being used which allows ecsessive air into the fuel air mixer which causes inproper run conditions and no matter how much you adjust all the settings you cannot overcome this condition so its either get new bushings made and installed or purchase a new carberator.
