Either you do not have positive 12 volts or the ground at the bulb holder. With a voltmeter or a 12v tester probe between the two connectors in the bulb holder with the bulb out and tail lights on--
If you do not get anything then probe with one lead --red in the bulb holder (switch the red voltmeter lead between the connections in the bulb holder to get a reading)and the other to a good ground --any bare metal part of vehicle. If you get a reading -that means you do not have ground at the bulb holder.
If still nothing--than it means you do not have 12v at the bulb holder. Than try finding a good 12v and work from that a reference point. Confusing? may have to have it checked out
Just in case try a bulb that you know that works..

1999 Dodge Ram 1500 - Right rear tail light won't burn for tail lights alone, but will still blink for turn signal and light up for brakes. Bulb was replaced with no effect. Left still works.

The bulb has two filaments; one for brakes and turn signal, the other for tail lights. One filament is probably burned out. Replace the bulb with a new one

Tail light is not lighting up in my 2000 ford expedition

brake and turn are the same filament in the bulb. Try a new bulb. if that doesn't work your going to chase a short/ground on that wire back to the switch. get a wiring diagram to help.

My 97 plymouth breeze's right rear tail light went out, I changed two bulbs. Now my right turn signal clicks at twice it's normal rate. Is it most likely Bulbs, fuse, or a pesky short.

It is most likely another faulty bulb in the turn signal circuit.
Ensure the indicator bulbs are replaced with the correct (specified) wattage rating.
Check you haven't dislodged or otherwise lost the ground connection to the rear tail light bulb sockets.

Right rear turn signal flashes fast with head lights on.

You have a bad ground at the right rear tail light assembly

Many times the ground is right there at the light. Follow the wire from the bulb base and see where it goes. Try tightening the fixture first

good luck
