The above definition means that the server (their end) can't supply the requested information (your end) because it is unavailable (either busy or down). This probably because the server is too busy serving other peoples request. This may also be caused by some firewalls, try disabling it temporarily.
Your best bet would be to take it to a local mobile store to unfreeze it. You should've got it unlocked while in the US by calling AT&T and you could have done it for free. Sorry.
