First, is the compressor running? Remove the cover on the compartment where the compressor is located and see if is warm to the touch. Turn the cold control down to the lowest setting and wait several minute then return the control to its normal setting.
If the compressor is not running unplug the unit and look for the black box on the side of the compressor. Usually there is a spring retainer on the top of this box housing the compressor relay and a fusible link. Before disconnecting anything make a diagram or take a picture showing how the wiring is connected.
Remove the link and see if it is intact. Any other checking of these components will require the aid of a multimeter and/or substitution of working parts (i.e. fusible link and relay).

I looked at the parts diagram (GE model#FUF14SUDRWW) on Searspartsdirect. I didn't see an actual on/off switch, but it does show a temperature control switch in the inside of the unit. On some of the freezers, if you turn the knob all the way to the left, it acts as an off switch and kills the unit. It looks like the knob inside the cabinet, on the lower back right side (it could be upper..hard to tell by that diagram). If there is no knob, but an empty hole, then the knob is missing and you might have to turn the shaft with pliers to check it. If you get a click at one limit of the switch when it is turned, that means it is acting as an on/off switch. If nothing happens when turning it after the click, I would suspect a bad switch. Since the lights nor compressor are working, it would point at a switch. You can probably find it cheaper than Sears by googling the part # WR09X10064. I saw it as low as $84 at some of the appliance parts site. A local place might have a used one for cheaper.

here is a link the manufacture. There is a some information and manuals posted there. it looks like you may have a something like what they call a 335-935 http://www.caravell.dk/ Their manul at the bottom of all the languages shows a picture of the compressor and the thermostat device and knob. The cooling unit wiring should involve fans, lights and compressor. Compressor will have cutout safety and temp switches as well as the thermostat. and a capacitor. maybe but not likely a relay. It should all be visible around the compressor. Some starting devices may be on the compressor under the plastic cover where the wires go in. If any of those are bad and you do not have a warranty a hard start kit for $18 will replace all the starting components if that is what you need. most freezers have 2 controls. 1 is a defrost terminator and the other is a fan delay. the delay and the defrost terminator can sometimes be a "2 in 1" type switch. you would have to study the wiring diagram. The delay will not let the fans come on untill the evap reaches a preset temperature. take another look at the diagram. It may be that the evap is not getting cold enough. you may have a refrigeration issue.
The two stripped black wires connect to power.
Black tabbed wire to common.
Red tabbed wire to run.
White tabbed wire to start.
Looking at pins on compressor, read like a clock. Common clockwise to Start clockwise to Run
the freezer has a defrost timer and relay. if either is bad, it may get stuck in defrost mode(depending on what position the switch failed in). The fan will run constantly if this is the case. You may choose to follow the wiring diagram on the back of the service panel or hire a technician. If you do it yourself, unplug the unit for your safety
yes. if you pull all the wires from compressor and use a meter with a continuity bell , touch a copper line and then a compressor terminal. try em all. odds are you'll hear a bell showing continuity or the fact that power can flow directly from the compressor terminal to the chassis= a grounded compressor. or you could have a dead short where the wires in to the compressor aren't touching the case but are touching each other before they go to the motor windings, = a short. either one is an all done situation. time for new .
