Check that the mouse and keyboard are not swapped. You may have to unplug it then open it to make sure the ram is seated. It's best to take it out then reseat them one at a time. Check that the graphics card is seated if it is not an onboard graphics. Listen for beep error codes count how many and how many pauses etc. Sometimes that flashing light is an error code we need to know that. One last thing to check is that the hard-drives are plugged in. I have had sata cables come loose off the motherboard easily. Some cabinets have a tamper switch, make sure the door is closed securely. Try to boot up and tell us what you find.
If the existing graphics card works with your new monitor, there isn't need to upgrade the graphics card unless you have a specific need such as a graphics intensive games program that doesn't work with the old graphics card.
Please check with hp if they can allow you to do that ...Incase if you end up doing this you might not able to get your system up and running ...as you are goiing to change the system board,graphic card and if you want to increase the speed for pc upgrade your RAM and check with manuals how much Ram do they support Apartfrom that increasing the graphic card is good option but do check nowa days nvidia is offering built in RAM on graphic card
