The starter relay:
is a mini ISO relay that switches power to the starter solenoid to engage the starter motor.
receives a START signal from the ignition switch.
is controlled by the powertrain control module (PCM).
Starter System - Operation
When the ignition switch is turned to the START position, the starter relay switches power to the starter solenoid causing the starter motor to engage as long as:
the digital transmission range (TR) sensor is in PARK or NEUTRAL.
the anti-theft system is operational.

Click the search button then the blue link. Looking at the diagram i see the PCM - engine computer has too energize the starter relay for the starter to engage an spin the engine . Any light's lit on the instrument cluster , security , check engine light etc..... Automatic or CVT transmission ?
assuming battery fully charged hook test lite between good groud and small starter terminal have somebody to crank if lits chek power and ground to starter and replace starter if no lit go to starter relay terminal 30 and 87 use a piece off wire and momentarily bridge them if starter bumps the engine check terminals 85 86 one is power when cranking the other is ground if starter bumps and test lit hooked to 85 86 lits replace relay if no lite keep tracing ckt to ignition switch
The starter solenoid is failing. Sooner or later the starter will probably not disengage after you turn the key off. Then you'll have to disconnect the battery in a hurry. It's no fun. And at that point the whole starter will probably have to be replaced. Depending on how long it takes you to unhook the battery. Trust me. That is no way to start your day. It's really bad for your blood pressure. Good Luck.
2 problems, first you have bad starter or starter relay for starter staying engaged, keep alt plugged in has nothing to do with starter staying engauged, to test starter relay, jump at relay bat + post with red/bk wire on solonoid, if cranks over without staying engaged, then not relay or starter but rather in your ign switch, ford had bad problems with ign switch some years ago doing that
I would check the starter clutch its self first. It is a one way clutch so if you remove the starter and disassemble it to the starter clutch and hold the starter clutch in one hand and use your other hand to turn the starter clutch gear, it should only turn in one direction.
