IN DRIVE, brakes all off, wheels not against curb or rocks

if yes , that is hydrastatic transmission failure
or belt to it fell off if has one.
or oil in it low.
off ground spins prove zero. zero load means nothing.
low oil pressure inside.
There are to snap pins on the axle inside the wheel you will see where the pins lock the wheel and axle together.This will allow your transmission and tins to turn when you put it in forward gear.
check pedal connection rod or cable -- check under unit for drive belt problems ---look at axle override lever or rod not engaged --park brake engaged--if all look good possible failure of axle unit
somehow did the little freewheel lever get pulled in the rear of the tractor to disengage transmission?..usually out is disengage and in is engaged. look around the back panel behind the rear axle for a small lever you can pull or push in.
Hello, sorry to be the bearer of bad news, but the trans-axle on this is a sealed unit and oil cannot be added. The only thing you can do is an air purge or replace the trans-axle.
Doing a purge is really easy:
put transmission in the freewheel mode so you can push it, ensuring that it is on a flat surface
start engine and run full throttle
release clutch brake
push the drive pedal or lever to the full forward position for a ten count
push the drive pedal or lever to the full reverse position for a ten count
repeat steps 4 & 5 three times
depress & lock the clutch brake
return the transmission to the normal mode
drive tractor
If this fails to correct the problem you may need to replace the transaxle.

It sounds as if there is no oil pressure in the transmission, it is possible you have no fitted the convertor correctly. if it is not fully engaged into the transmission oil pump it will not drive. of course the other thing could be the transmission has a fault. I am of course assuming you have filled the transmission with the correct type and quantity of oil. if you have pull the trans, and check the convertor has not damaged the oil pump,
