I had one like that and I ended taking the wheel off and replacing the bolt or what ever what was loose and worn out. I even got parts off a junker machine and they worked. You can go to lawnmower repair shop if you wish.

How do I adjust front wheel height?

Are we talking tractors or mowers here? If its a mower we are talking about there should be adjusters on each wheel. Possibly three holes that you bolt the wheels on. Each wheel should be in the same hole as each other wheel.

Front wheels on manual mower lock when pushing for awhile.

1 Locate the height adjustment lever on the inside of the left rear wheel.
2 Kneel next to the mower and push the left height adjustment lever toward the center of the mower. This will unlock the lever from the locking pin on which the height is currently set.

3Rotate the lever toward the front of the mower to lower the height of cut, or toward the rear of the mower to raise the height of cut.

4 Release the lever over the locking pin closest to the desired height of cut.

5 Repeat these steps with the adjustment lever on the right-side rear wheel. Be sure to set the right wheel lever to the same position as the left-side wheel's lever for an even cut.

The hover fly mower sits on the grass, being that there are no height settings, it cuts quite low. Are there way's to make the mower sit higher off the ground in order to cut the grass at a higher...

Usually all mowers have height adjustments of some kind. Look around your front and rear wheels, if you have a number of holes drilled into the deck ,these are your adjustment holes. You would unbolt the wheels and put them at the height you would like.
If as you say there is no adjustment, I would say buy new wheels that are an inch or more bigger than your present wheels and install them in place of your old wheels. If you go to any local dealer they will be able to help you with your problem.

My mower is not cutting level. I have a new base

If the baseplate meets the cutting cylinder across the entire cutting width, it's adjusted properly.

Check that the front roller is level - it usually IS as simple as that.

If the roller has ben replaced with wheels, check that they are the same height.
