Either there is too much load for the motor, or the motor is weak, or the controller in failing and unable to adjust for changes in resistance.
By far the most common problem is too much load. Do the checks in your manual to be sure the walk belt is not too tight or dry. Also check that the motor belt is not too tight, you should be able to twist it 90 degrees. If you loosen both belts until they just begin to slip and then retest you might find the everything is okay which indicates the walk belt may need lubing or replacing. If the walk board under belt looks pitted, grooved, or distorted it also would need replacing.
If the unit passes the tests above and a push test then the problem will be in the motor or controller or possibly both. If the motor passes a walk/voltage output test then it might be okay and you might only need a controller. Unfortunately, it is common for a failed motor to damage a controller and vice versa, and that damage might not show up immediately, so you if one has failed you might consider replacing both.
