under your laptop you have a "SERVICE TAG"
This is your laptops serialnumber.
Dell uses that serialnumber to see if u are the first legit owner to the computer.
if u are the legit owner they will send u a
MASTER PASSWORD!
This is to prevent access to stolen laptops.
The password that many people call "BIOS PASSWORD" is not located in bios at all on dell laptops.
The password is stored in a IC called EEPROM
it is located under the motherboard and is soldered in place.
to manipulate the eeprom is not for beginners,
but it is possible to shortcircuit the EEPROM to
