I found some parts at the gourmet depot website for Welbilt bread machines. Try www.thegourmetdepotco.com, and search on Welbilt under "parts." I found several dough blades there. Not sure about other parts, though.
It sounds as though your timing belt has broke. The timing belt, located at the bottom of your machine, drives the kneading paddle to mix the ingredients. You'll need to remove the bottom cover to verify my guess.
