I just bought a brand new nerf rival takedown and my sister spilled a little water on it what are the odds that it will rust the springs and screws?

Take it back to where you bought it. It shouldnt do that, it sounds faulty to me. I am sure they will replace a faulty item.

Take the rear bolt cover off ( 2 screws) . Reach inside with your finger and try spinning the spring. For some reason the spring will eventually move to a position that when compacted will bind with the bolt pass through hole.

yes a small spring under the washer at the rear came off do to rust find the spring and atach to a 3/4 '' hole on the back of cabinet

There is a gray battery cover a little bit above the trigger. You will see a screw hole

Can't solve your problem, but I just bought one, brand new from Sears, and it would not start. Took it back and exchanged it, and it wouldn't start either.
In playing with it, I found if I chocked the carb with my finger, it would start. In your case, you may be able to screw the idle/air screw in a little. It a little screw with a spring on it, on the side of the carb.
