Is this a bosch by any chance? If so, this means the dishwasher has leaked and water has triggered the float sensor which will cause the drain pump to come on, even when the machine is off as a safety feature
It's hard to know without knowing the brand or model. If I had to guess I would say you probably have a Bosch. It is very common that if there is a leak in the machine base, the float switch will trigger and turn on the drain pump even when the machine is not in use as a safety feature. There has been a leak at some point which has caused this what you will want to have checked immediately

Gina, you probably blew a thermal fuse that sits on the control board. Easy fix. Have your husband first check the wiring to the dishwasher. Remove the toe panel and make sure the wire nut connections are good. If that is ok, he will have to remove the inner door screws to get to the control board. Lift out the inner door. Remove the control board cover, it just snaps off. He will see the thermal fuse on the upper right side. I will attach a photo of what it looks like...Catriver...post back

If the pipes are cracked you may be able to get new ones from a local appliance parts dealer. If the fittings are the problem Check with the formentioned.

1. Check plug outlet.
2. Check electrical box underneath the d/w where power cord connected to d/w (you have to take the kick panel off . The box located on right side). Sometime you can find burn wire there.
3. Check the thermal fuse on computer board. It is inside the control panel on right hand side. The fuse has 2 white plastic connector which sticks out, easy to find.

The water-inlet valve lets water enter the machine. If this valve is defective, you need to completely
replace it. It's usually located behind the lower access panel on the left or right side. It's the device
with the main water line (usually copper) from the house, a rubber tube to the dishwasher, and two
wires attached to it.
Float switch
The float switch is a small electrical switch that's located right below the dishwasher "floor."
Above the switch, on the inside of the dishwasher, is a plastic cylinder that floats up as water fills
the dishwasher. If this switch is defective, or if the plastic float gets caught or trapped in the raised
position, the water can't enter the dishwasher. If the float switch is defective, you need to replace it.
