Note the charger doesn't turn itself off. It will only signal batteries are charged. You can overcharge these batteries by leaving them on the charger for too long. Suggested by retailer is two hours maximum.

If the light is green on the charger, and the scooter still doesn't go, there might be some other issue besides the batteries themselves like loose wiring, fuse switch, etc.
the Razor MX350 will accept a charge if powered on or off, charging time is 8 hours, if the green light shows before this time still leave it plugged in as it may not be reading right.
Hi - How old is your razor? It's possible that the battery's shot. One of the problems with rechargable batteries is that they have "memory". If you put them on a charger when, say, they're only at 50%, then over time they'll start thinking that 50% is actually 0%. This is why it's often advised to run your appliance down to nothing (your razor, your laptop, your rechargable flashlight) before putting it on the charger.
Alternatively, your charger might be acting up. Best recommendation would be to take your razor (and charger) to a shop to be tested. This is an expensive razor, and if you like it, it would make more sense (and be cheaper) to get it fixed rather than toss it into the land fill & buy another.
You have to make sure that the batteries are still good. Take a volt meter and read the levels that the batteries are producing. If the levels are too low, then your batteries may have sat, unused, for too long. SLA (Sealed Lead Acid) batteries will generally lose their charge holding capabilities if you leave them in storage for too long without charging them.

Look in your manual if you lost it then, go to razor.com and request one. But the simple answer is to: 1. Turn off the scooter 2. Plug charger into wall outlet. 3. Find the hole on the side that matches the charger plug(not the wall outlet plug) . 4. Plug the charger into the scooter. 5. Wait until the charger turn off ( if the charger is a smart charger), typical charging time is 4-6hours.

the steady red light showing when in charger shows that
it is charging. the blinking red light when taken out of
charger or turned on and off means it is not fully charged.
