I am working on one right now with a similiar problem. The power supply is bad in the one I am working on, and sadly, the part is not made anymore. I hope you have better luck than I am finding the bad component in yours. Sorry for the negitive answer.

I had the same problem for my TV which was model number: 42PF9631D/37 and I went to get the software update at http://www.p4c.philips.com. Type in your model number, then click on the right model. Then click on software & drivers in the left column. Then download the correct software update to a flash drive. The flash drive must be completely empty except for this file. Then unplug your TV, and plug the flash drive into the USB port. Plug your tv back in, and the software update will upload. It fixed my TV instantly.

This is likely due to a failed power supply. Replacing the power supply board should solve the problem.

The problem could come from the power supply at the first suspected one. If you have a knowledge of trouble shooting, open the cover then examine if any caps there look poping up. Use your finger touch on the top of caps you will feel it. If not, check all the fuses there then disconnect all the cables from power sup to other boards, except the main board. Check Va and Vs according to the label attached on the back of panel. If the power sup shut down, replace it with a new one. Hope it helps.
