Use a voltmeter between leads. Most cheapie wire feed welders like this don't switch power to the torch, they just switch the gas feed and drive motor when you pull the trigger. So even though the trigger is not active, the electrode has voltage applied.
Elmer, If you remove the gun assembly from the machine, if the machine is now not feeding wire, the problem is most likely the gun trigger is faulty. Use a voltage tester to make certain you have current at the steel roller assembly that the wire feeds through. Check the diameter of the wire also, to assure contact at the feed rollers.
There should be a thumbscrew or set screw in the portion of the wire feed assembly where it goes through inside of the cabinet that snugs up to the straight portion of the cable assembly.
If your welder is less than 3 years old your local Miller authorized service center will repair it for FREE. They can also check the serial number of your welder over the phone to see if it is still in warranty. For goodness sake DON'T tell them you've been mucking around inside the welder or they won't be able to help you. That said, if the welder spins the feed wheels without any wire between them it probably isn't the board. There is the switch in the gun, the board, and the motor and brake assembly all needed to feed the wire.
