You didn't specify the make and model of your calculator, so I can't give you an exact keystroke sequence.
The calculator doesn't care whether a number is a whole number or not. Just do the division.
On most algebraic-logic calculators, to divide 5 into 0.45, press . 4 5 / 5 =
On an RPN or RPL calculator, press . 4 5 ENTER 5 /
On most algebraic-logic calculators, to divide 5 by 0.45, press 5 / . 4 5 =
On an RPN or RPL calculator, press 5 ENTER . 4 5 /

To convert a single result from symbolic to decimal, press the S--D key. To have all results come out in decimal, press SHIFT MODE 2 to select the LineIO mode.

To change from fraction to decimal, all it takes is a keypress. (change key)
.Not all decimal results (approximations) will be converted to fractions.
Anyway, if you want to set the calculator to display decimal results only,

Press 2:EDITOR
Select 1:LINE.
