A critical firmware error has occurred that caused the processor on the formatter to abort the operation.
This type of error can be caused by invalid print commands, corrupt data, or invalid operations.
In some instances, electrical noise in the cable can corrupt data during transmission to the printer.
Other causes include poor quality parallel cables, poor connections, or specific software programs.
99 % of time it is a corrupt file or poor connection, I have also known it to be the firmware, dimm or formatter board on rare occasions.
Recommend check hp web for any firmware updates, check connections and that driver is installed impecablly and use known good files to test.

does it turn on at all? if so, what is happening when you try to print?

unplug the usb from the computer. try uninstalling the printer from the control panel.
then reboot the computer and plug the usb back in so that it will reinstall.
this may help. try this first.

If its refilled cartridge, replace with new one & check, even its showing same error check cartridge memory contact unit located under the cartridge bank...Most of the cases we observed memory reader unit breakages happening. while inserting the cartridge it has to move to contact memory.. if its not moving properly results no contact between memory and memory reader.
