the "line in use" indicates that there is not enough current on your line, either there is a broken wire and the phone is not getting any current, or there is a short on your line reducing the current on your line.
you should unplug your phone and check with a diffrent phone to see if there is any dial tone on the jack that you have a problem with... if everything is good with a diffrent phone then it is likely that the trouble is your phone, if the trouble still exists, bring a corded phone to the NID outside of your home, and test if there is dial tone there, and that you can make and receive calls... if the trouble goes away, they you need to troubleshoot further inside your home, if the trouble still exists, then you have a trouble outside that your local phone company needs to take care of, and you should contact them so that they can make the repairs..

These phones look at the voltage on the line to determine if the line is in use.
Do you have any devices on the line that get power from the phone line? If so, they may be loading down the phone line causing this issue. If you have these types of devices on your line, try disconnecting those devices and see if the problem goes away.
Otherwise, your phone line may be defective. You may need to contact your phone company to get the problem resolved.

More than likely the phones base station (transmitter) is defective, this is a common failure on Vtech cordless phones, i have owned two and both failed the for the same reason. I also see this problem posted often for Vtech phones.
Either the batteries are failing or the handsets need to be re linked to the base.. Check the instruction manual
