I have changed operating system to Windows 7, still the same issue. I have changed the resolution to 800 x 600 and 1080 x 768 at frequency of 60Hz as recommended by one of the online sites https://answers.microsoft.com/en-us/windows/forum/windows_8-hardware/frequency-out-of-range-when-connecting-laptop-to/457f7bb5-d929-4383-8b1a-d3c3524b7d7a still, NO SOLUTION. i have open it and cleaned the dust, may be to check if the problem could be within, still, NO SOLUTION. I have changed different VGA cables but NO SOLUTION found. I would appreciate if anyone can get me any other solution to try out. This projector is driving me nuts. thank you.
This is easy, that OUT OF range means
the PC sending video is sending and illegall higher resolution
than the projector supports (or even less, on this old junk)
the manual on that old projector is clear on that. max.

what stinks worse is no matrix of legal H./V resolutions shown in the manual. (shows only 1)
so set the PC to 1400 x 1050 and do not use others . ok.
and 60Hz, are you in USA? not stated country.

one is blackbox adapter, that does varial scan and pan conversions, all projector forums cover this, not here but real ones, this is nothing new in the funky world of old projectors.
they were grossly limited then to chips that did the conversion then, POOR is the word

There is one more IMPERIAL entanglement.
many old Projectors fail to have working
VESA, reporting chip,eDID or DDC, etc.
and the PC can not know what it supports lacking modern, ID chips in that old projector.
this makes plug play fail, and then you get to fight that. (can be forced sure)

MANY PCs, (most) do not do them all.
Desktops can, my wonderous, z270prime with GTX1650 card, does 1400x1050, 60hz no problem
but many cards can not,
4.3 RATIO is obsolete now, but as I said good PC can.
the projector may only support 4:3
and not any above 1400:1050.
modern Projectors can up scan and down scan but the chip inside is like 100x better than yours.

Most tv's are not compatible in this matter. They were made to be a tv, and not a computer monitor. Some of the newer tv's are compatible. If they have a vga port then they are compatible, but may not support or have the resolution expected. The vga to s-video cables were designed mainly for the use of the newer computers with vga ports to older flat panel monitors with s-video ports, at the time that vga was first coming out. This cable is on the verge of obsolete. So, I don't believe that you're going to be able to hook the two together, and get the outcome you want.

The PC card you have doesnt appear to work with that adaptor. Dell Has its own Svideo / Video output adaptors.
You need a converter not an adaptor. Try looking on Amazon for this: ITV-900 PC to TV Converter
